In 1969 bestelde de Provinciale Zeeuwsche Electriciteits-Maatschappij (PZEM) een kerncentrale. De reactor, een drukwaterreactor, werd in 1973 in gebruik genomen. De centrale werd gebouwd door Siemens KWU. De directe aanleiding voor de bouw was een contract van eigenaar PZEM met de aluminiumproducent Pechiney, dat voorzag in levering van grote hoeveelheden elektriciteit tegen een lage prijs.
